The General Services Committee heard a presentation on a rail‑trail initiative and an equestrian acquisition effort; presenters said the county has hired Alta to complete the master plan and that the consultant will provide GIS base mapping, desktop ecological assessments, field reviews of structures and crossings, and a design guide for long‑range trail connections.
The presenter, Jackie Mahoney, described the scope: parcel data, adjoining landowner outreach, utilities and soils mapping, invasive species review, and an inventory of destinations (parks, schools and town centers) to identify linkage opportunities. Jackie said Alta will run a public‑participation program that includes stakeholder focus groups, outreach to adjoining landowners to identify encroachment and crossing issues, and in‑person events in each town; staff expect to convene a steering committee and hold at least six meetings during the process. "We're gonna be working hands on with Alta during this whole process, making sure that we get as much community involvement as we can," Jackie said.
Presenters emphasized the plan will set maintenance and operations guidance, cost estimates and priorities rather than finalize detailed design for the entire corridor; they estimated the master plan process will take approximately one year, with some field work staged around seasonal constraints such as snow.
Next steps: staff will provide draft reports for committee review and form the steering committee and stakeholder outreach schedule.
