Little Rock board authorizes application to convert Hall High to district-run charter

The Little Rock School District Board of Education voted on Nov. 20 to authorize the district to submit an application for a district-run conversion charter for Hall High School for the 2026'27 school year.

Supporters said conversion would give Hall renewed focus while keeping the school under board governance. Superintendent Doctor Wright clarified the change would not alter the school's name or remove it from local oversight: "Charter will not be in the name. It'll still be Hall High School just as it just as it is," he said.

Parents who spoke at public comment urged the board to improve outreach and marketing to boost enrollment. Nikki, a Hall parent, told trustees she appreciates some proposed elements of the conversion but criticized the timeline and communication: she said her child felt "they probably won't listen because adults have power and kids don't," describing a gap between district planning and families' ability to weigh in.

Opposition from some board members focused on process and long-term consequences, including concern about whether conversion would deliver the anticipated enrollment or program benefits. Nevertheless, Trustee (speaker 12) moved to authorize submission of the district-run conversion charter application; the motion was properly seconded and carried. Two trustees were recorded as opposed (Volley and Hatter).

Next steps: the district will prepare and submit the formal application for the 2026'27 school year and publish materials for families about enrollment and program changes as the proposal advances through required state and district steps.
