Lincoln County board accepts $89,300 bid to remove asbestos at Highland Rim School

The Lincoln County Board of Education voted to accept a contractor’s low bid to remove asbestos from Highland Rim School. Facilities staff recommended the $89,300 bid and described a phased removal meant to minimize student impact, beginning around the Christmas break.

Facilities presenter Mister Bryant recommended the $89,300 bid, noting two bids had been returned (the other at $105,000). He described the work as focused on tile removal, mastic under the tile and approximately 280 feet of insulated pipe that contains asbestos, and said contractors would use containment measures including negative air pressure and signage. "The bid for $89,300 is the one I would take," the presenter said.

Bryant said the contractor advised that, while crews could mobilize during the holiday break, completing the entire job during the break was unlikely and recommended starting in the halls and moving into classrooms afterward. He estimated the work could take about four weeks but noted that unknowns such as mastic removal could extend the schedule. Third-party testing by Frost Environmental was named as the laboratory the district uses for clearance testing.

Board members asked about the project timeline and impacts to students; staff said the affected section would not be in use during abatement and that monitoring would be in place. A motion to accept the recommended bid was made, seconded and approved by voice vote.

The board did not provide a named contractor in the meeting record beyond the bids and the amounts; the contract award and any final schedule will be managed by district facilities staff.

The board’s vote authorized staff to move forward with contracting and finalizing the timeline for the work.
