Staff explained the accountability index includes multiple components—overall achievement, growth (math, literacy, English-language proficiency), graduation rates and a school quality/student-success indicator composed of 11 measures such as attendance and on-time credits.
"Most of ours were because of special education populations," the accountability lead said when describing subgroup identifications and the drivers of classification. Staff noted that some schools made one year of progress and are being watched for follow-up improvements in 2025 to determine exit status.
Board members asked whether federal funds that were temporarily withheld affected progress. Staff responded that 10-03 funds are part of Title I allocations and were considered secure for the purposes of these interventions, though schools use a combination of funding sources to support improvement work.
Board members requested access to school-level improvement plans and a clearer grade-by-grade profile once the state's Atlas results are finalized; staff said plans already exist and can be made available for review.
The presentation concluded with staff describing allowable uses for 10-03 funds (professional development and targeted interventions) and emphasizing that exited schools will continue to receive 10-03 funding for an additional year while re-identification occurs.
