The Cloud Regional Planning Commission voted unanimously to approve the preliminary plat for Oak at Sparrow Valley, a residential subdivision proposed by CMH Homes that the applicant said contains 72 lots.
Ben Mullins, speaking for the applicant, told the commission the project returned after addressing prior concerns about a single long road and runout length by adding a secondary access to River Road and updating the pavement and cul‑de‑sac design. “We're talking about the 72 units that we proposed here for this plat,” Mullins said, noting the resubmittal removed the need for a variance for the runout length.
Staff told commissioners that prior comments had been addressed in the resubmittal, that the traffic‑impact letter supported a 20‑foot road width, and that the proposed work would be confined to the existing right of way. Commissioners noted the additional access point and the pavement changes sufficiently mitigated their earlier compliance concerns about a single exit.
A commissioner moved to approve the plat as corrected and amended to include the new River Road access and pavement details; another commissioner seconded the motion and the board approved it by voice vote, with the facilitator declaring the motion passed unanimously. The commission also recorded a disclosure on the record that one member owns property adjacent to the development; legal counsel advised that the member may vote provided no disqualifying relationship exists.
The commission thanked the applicant for responding to staff comments and said the entrance improvements should improve circulation for future residents. The commission did not approve any change in lot count beyond what is shown on the presented plat; Mullins repeated that any future change in density would require a separate public review and approval process.
