City moves forward on 33rd Street and Cornhusker Highway design agreements with NDOT and RTSD support

The Lincoln City Council approved interlocal and Local Public Agency (LPA) program agreements on Nov. 24 to advance final design, right-of-way and construction engineering for the 33rd Street and Cornhusker Highway project.
Elizabeth Elliott, director of Lincoln Transportation and Utilities, said the interlocal agreements clarify financial responsibilities: the Railroad Transportation Safety District (RTSD) will provide the local match, the city contributes 1.5% of Lincoln on the Move toward the match, and a substantial federal grant was secured for the project. Elliott said the next steps include procuring a final-design consultant, additional public engagement during design, and anticipated construction start in the 2027–2028 timeframe (staff noted a later overall completion projection discussed in council remarks).
Council members emphasized continued public outreach during design. Elliott said open-house style engagement would resume once a consultant is on board. The council approved both the interlocal and the NDOT LPA agreement by roll call.
