Lincoln council approves package of routine measures, interlocal agreements and ordinance changes

The Lincoln City Council on Nov. 24 approved a bundle of routine items — reappointments, multiple interlocal agreements (including federal-funded design work for 33rd Street and Cornhusker Highway), amendments to paratransit scheduling, and municipal code changes — and denied two liquor-license items.
The Lincoln City Council unanimously approved a series of routine and administrative measures during its Nov. 24 meeting, voting 7-0 on a set of consent items, interlocal agreements and ordinance updates.
The consent agenda included reappointments to the Commission on Women and Gender and approval of distribution of interest earnings on short-term investments. Council members then approved a set of interlocal agreements that allocate responsibilities and local matching funds for the 33rd Street and Cornhusker Highway project; staff said the Railroad Transportation Safety District will provide the local match while the city contributes 1.5% of Lincoln on the Move, alongside a substantial federal grant for the project.
The council approved an LPA program agreement with the Nebraska Department of Transportation to use federal funds for final design, right-of-way and construction engineering. Elizabeth Elliott, director of Lincoln Transportation and Utilities, told the council the agreements clarify fiscal responsibilities and that additional public engagement will follow during final design.
Council members also voted to approve an amendment to the city's contract with Spare Labs Inc., which adds an answering-service feature to the ADA-compliant paratransit and on-demand scheduling software; staff said the change does not increase costs and would be discontinued if it proved ineffective.
As part of a package of items considered together, the council approved articles of dissolution for the Lincoln Lancaster County EMS Oversight Authority and extended advanced life-support interlocal agreements with surrounding jurisdictions (Waverly, Palmyra, Greenwood, Douglas, Cortland, Claytonia, Bennett and Adams) for terms running Sept. 1, 2025, through Aug. 31, 2035.
On ordinances in later readings, the council approved amendments to municipal code provisions, including repeal of an amusement-device chapter and an adjustment to the permit amount for lottery/raffle permits introduced by Weber.
Two liquor-license motions were resolved during the meeting: the council denied the application(s) related to The Night Before Lounge and approved the manager application and license for Krupa Indian Cuisine.
Most roll-call votes on the items passed unanimously. The council adjourned at the end of the meeting.
