Livingston County adopts 2026 operating budget, adds 3% COLA and FOIA assistant

The Livingston County Board of Commissioners adopted the 2026 operating budget by unanimous roll-call vote on Nov. 24, 2025. Commissioners said the budget process began in March and culminated at the Thanksgiving-week meeting.
The approved budget includes a 3% cost-of-living adjustment (COLA) for county employees and a part-time FOIA assistant for the county clerk’s office. Livingston County Clerk Elizabeth Hundley told the board the FOIA workload has exceeded 1,600 requests this year and thanked commissioners for the staffing support.
Commissioners publicly thanked budget staff, including Cindy and Nathan, for leading the process. Commissioner Nakagiri described work to clarify the county’s MERS pension liability and identified potential financing approaches to reduce higher-interest unfunded liabilities by refinancing with lower-rate debt tied to other projects.
The board’s unanimous vote completes the county’s primary annual fiscal decision; staff said implementation, union negotiations (if applicable), and reporting will follow normal budget-execution procedures.
