Cornwall‑Lebanon board approves $3.38 million renovation payment, budget transfers, policy adoptions and multiple personnel actions

The Cornwall‑Lebanon School District Board of Directors on Nov. 17 unanimously approved a series of motions covering construction payments, budget actions, personnel changes and policy items.
Board member Mr. Snyder moved to approve change orders for the Cedar Crest High School renovation — a general contractor change order (GCCO #4, Lobar Incorporated) and a mechanical contractor change order (MCCO #1, North Bay Mechanical — and to approve payment of Cedar Crest Campus Renovation Fund bills totaling $3,380,930.81 and capital reserve fund bills of $4,224.55. The board adopted each motion by a 9–0 vote.
The motion to adopt a resolution certifying that the Cornwall‑Lebanon School District will not raise the tax rate for the 2026–27 fiscal year above the adjusted index calculated by the Pennsylvania Department of Education passed 9–0. The board also approved budget transfers under Section 687 of the Pennsylvania School Code.
Other governance and finance actions approved unanimously included: credit‑reimbursement payments of $15,231.10 for staff coursework; authorization of various Sunday facility uses for youth sports and approval of overnight field trips for Cedar Crest High School students (Johnstown cheer competition Jan. 8–10, 2026; PMEA Central Regional Orchestra Mar. 5–7, 2026); and approval of food service fund bills totaling $189,724.40.
On personnel matters, the board accepted separations from employment (items A–J), approved other requests (items a–b), ratified employment changes including a change in status for Maria Bickle from 50% to 100% as curriculum leader for grades 3–5 (transcript lists a salary figure), ratified pending hires, and approved volunteer coaches. All personnel items passed 9–0.
Policy and intergovernmental items included final adoption of several policies that had been tabled at the Oct. 20 meeting, placing revised policies on the table for review until the Jan. 12, 2026 board meeting, and approving an administrative services agreement with the Lebanon County Tax Collection Committee for Jan. 1–Dec. 31, 2026.
Finally, the board authorized district administration to advertise for bids under the E‑Rate mini‑bid process to purchase wireless access points and networking equipment for Cedar Crest High School; that motion passed 9–0.
Board members and administrators said little debate accompanied these motions; votes were taken by voice or show of hands and recorded as unanimous. The board chair closed the regular agenda after noting the items for follow‑up and scheduled the reorganization/December meeting for Dec. 1.
