Madison County Fiscal Court — Nov. 25, 2025 — The court approved two second-reading ordinances that change zoning classifications for two Richmond-area properties.
Bert read Ordinance 2025‑013 to reclassify 2719 Robbinsville Loop from UC‑1 (single‑family residential) to UC‑4 (general business). The Mass County Planning Commission held a public hearing, took testimony and recommended approval by unanimous vote; the applicant’s representative presented before‑and‑after photos and said the parcel adjoins existing UC‑4 property and aligns with the comprehensive plan’s urban‑corridor infill objectives. The court moved, seconded and adopted the ordinance on its second reading by unanimous roll call.
The court then approved Ordinance 2025‑014 on second reading to change 119 Greens Crossing Road from UC‑1 to UC‑4. Bert said the two properties are “intertwined” and will consolidate into a single commercial track; the planning commission again recommended approval. The motion and roll-call vote to adopt were unanimous.
The court also conducted first readings of Ordinances 2025‑015 (107 Car Lane, UC‑1 to UC‑6 public/semi‑public) and 2025‑016 (220, 226 and 230 Waco Loop, UC‑7 agriculture to UC‑4 general business). Those were accepted for first reading (a ministerial step) and will receive second readings on Dec. 16; the judge directed staff to publish draft ordinances online and explained how members of the public can submit comments.
