Manor ISD shows CCMR gains, expands interventions and Papaya tutoring amid targeted improvement plans

District academic leaders told trustees Monday that updated CCMR (college, career, military readiness) indicators show improvements in several areas and that the district is ramping interventions aimed at increasing dual‑credit access, TSIA performance and industry‑based certifications.

Dr. Williams Hill presented data snapshots as of Oct. 31, 2025. For the class of 2025 the district reported revised percentages on several CCMR measures (noting the data are lagging and will update during the year). Staff emphasized the district’s focus on TSIA (TSIA/TSIA2) as the primary instrument to increase college‑readiness metrics, and said targeted intervention software (examples mentioned include IXL, Method Learning, Eduphoria and Papaya Tutoring) will be used during intervention/enrichment/advisory times to produce measurable gains.

Papaya Tutoring — a virtual, one‑on‑one tutoring vendor the district has contracted — was described as outcome‑based and multilingual; district leaders said it has been piloted at turnaround campuses and is scaling districtwide. Administrators also described work to ensure dual‑credit supports and to align CTE/IBC course pathways so students (including those receiving special‑education services) can complete credentialing and avoid pathway interruptions.

Trustees asked about the timing of rollouts, intervention duration and how parents and students will be informed; staff said a concerted rollout will be timed with course‑selection cycles and that project management tools and deliberate communication plans are being developed. Staff also committed to follow‑up monitoring and evaluating whether advisory/enrichment time yields the intended results.
