Expo Center update: Kenwood Hall crash, hail damage and larger capital needs flagged

County Administrator Philip Smith Haynes said the county would obtain the police report and determine vehicle ownership and insurance coverage to pursue reimbursement. Haynes described a contractor inspection of the Kenwood Hall roof that identified widespread hail fractures in the Duralast membrane; portions of the roof were installed in 2002 and 2005 and the contractor noted the warranty had expired.
Commissioners and staff discussed safety concerns about saturated insulation in the suspended ceiling and the potential for ceiling failure during events. The county also discussed larger capital needs at the Expo Center and the 4‑H Building — restrooms, roof and kitchen — and estimates that repair or replacement of some components could be substantial. One commissioner said restroom repairs alone had been discussed at figures up to $1,000,000 and suggested a study session to set goals and evaluate the Expo Center's future.
Staff said they will provide photos and contractor reports to commissioners, continue investigating insurance coverage, and plan for the project as a future capital expense rather than an immediate, fully budgeted repair.
