76 Endicott Avenue (DEP file 0610852): Daniel Contero (representing owner Neli Avergo) and contractor Elkin Villegas presented a continued notice of intent. Commissioners raised concerns after observing construction rubble (brick, concrete, asphalt) beneath excavated material and requested removal and clean‑fill certifications. The commission required amended plans before filing with DEP, asked for pre‑ and post‑construction site walks, and recommended vegetative cover near the French drain to reduce erosion. The commission closed the hearing and approved the notice of intent subject to those special conditions; applicants were told they could begin limited excavation while final plan submittal, inspections and certifications are completed.
