Commissioners authorize Saline County rep to sign updated juvenile detention interlocal agreement

The Saline County Board of Commissioners on Nov. 18 authorized the county’s representative to sign an updated interlocal agreement governing the North Central Kansas Regional Juvenile Detention Facility in Junction City.
County Administrator Philip Smith Haynes told commissioners the draft agreement incorporated some of Saline County’s suggested changes and was "acceptable at this point." He said the facility’s governing board will meet the following day to consider the revised document.
Commissioners asked questions about financial oversight and audits. Commissioner Grievous, Saline County’s representative on the facility’s governing board, said the most recent audit "went through okay" and that the governing body reviews and approves financial statements. Haynes said the interlocal agreement creates the facility as a separate unit of local government that is responsible for its operations and budgets.
A commissioner moved to approve RFA 2025‑166 as presented and the motion carried by voice vote. Chair announced the motion carried and the authorization was recorded in the meeting minutes.
The action authorizes Saline County’s representative to execute the interlocal agreement; commissioners did not provide an amendment or conditions at the meeting. The governing body of the joint facility will take its own action at its upcoming meeting.
What happens next: the governing board for the regional juvenile facility is expected to act on the updated agreement at its meeting the day after the Saline County commission approved county authorization.
