Commissioners swear in two deputy tax collectors, adopt 2026 meeting schedule and FY2027 budget calendar

At the Nov. 18 meeting the board administered oaths and approved appointments for two deputy tax collectors and adopted several routine administrative resolutions.
Tax Collector Russell Jones presented and swore in David Bratcher and Hunter Patterson as deputy tax collectors. Jones said both employees completed required training and helped achieve a 99.5% collection rate in July; after the oath the board voted to approve their appointments by voice vote.
The clerk noted North Carolina General Statute 153A-40 requires the board to hold regular meetings at least once a month; the board adopted the resolution establishing the 2026 regular meeting schedule by voice vote and reserved the right to adjust dates as the year progresses.
Chief Finance Officer Tracy Clayton presented the proposed FY2027 budget calendar, which includes a board budget retreat on Feb. 17, CIP adoption on April 20, the manager's recommended budget/public hearing on June 1, and adoption of the fiscal-year 2027 budget ordinance on June 15; the board adopted the calendar by voice vote.
The meeting recessed and a motion was made to go into closed session to discuss personnel matters with specified staff and invited EDC members permitted to attend; the clerk read a statutory citation aloud as the reason for the closed session (text in the transcript is garbled for that citation).
