"Before the changes were made by the state legislature, that would have read 'each teacher may take disciplinary action,'" the member said. "The changes...now includes every teacher and school employee. So school employees now are empowered to recommend a referral or write a referral, etcetera, if they see students perpetrating inappropriate behaviors on campus." The committee discussed that the revision expands referral authority beyond classroom teachers to other school staff who witness misconduct.
A motion to approve the revision was made (mover identified orally as "Toots") and seconded (identified as "Miss Anderson"). The chair called for a voice vote and said "All in favor," after which the change was declared approved.
