Richland County project updates: Pine View cleared for construction; Atlas Road, greenway and sidewalk work advancing

Director Mike Maloney said Atlas Road Phase 1a utility relocations are complete and staff will seek a construction award in February or early March. He reported Blythewood Widening is moving slowly, with the county initiating liquidated damages in October for schedule delays.
Staff said the Hunt Club Road project will proceed to construction and that the Percival Sidewalk project has a projected completion date of March 2026. Maloney reported substantial concrete pours on the Saluda River Greenway and said bids for a Broad River bridge (an element tied to River Alliance and Boyd Foundation efforts) are expected this winter to early spring.
On Pine View Road, Maloney said the South Carolina Department of Transportation approved final plans and granted permission to move the widening to construction; one property acquisition remains before the county will advertise for bids. Committee members asked for a one‑page list of remaining 2012 referendum projects and balances; Maloney said about $16,000,000 remains for the dirt road program and roughly $3,000,000 remains in resurfacing funds.
Maloney also announced a ribbon cutting scheduled for Dec. 11 at Jackson Street and Nathan Ridge Lane; staff will provide a precise address and parking details.
Committee members requested staff printouts showing remaining 2012 balances at a future transportation meeting so members and the public can see project status and available funds.
