VDOT: US-58 flyover to SPSA entrance on track for July 31, 2026; weekend closures planned

Joe Ludwig, district construction engineer for the Virginia Department of Transportation, briefed the Southeastern Public Service Authority board on Oct. 22 on the US-58 flyover project serving the SPSA entrance. Ludwig said the project is on schedule and that girder erection has begun. "We are currently erecting girders," Ludwig said, noting the first two spans were installed over two nights and the first span will be finished this week.
Ludwig said the project’s substantial completion — which requires the flyover to be open to traffic — is currently scheduled for July 31, 2026; the contract includes incentives for early completion and disincentives for delay. He explained that some girder erections will require weekend overnight closures of Route 58 with detours and that VDOT is coordinating closely with the City of Suffolk on communications and traffic control. VDOT will install a new 60-inch reinforced concrete culvert at the Bob Feller Drive entrance; work will include temporary paving in the grassy center and a traffic flip-flop to preserve facility operations during installation.
On budget, Ludwig said the project is in good financial shape but noted several change orders and pending notices of intent from the contractor related to access and MOT (maintenance of traffic) work; VDOT and the contractor are resolving entitlement claims. Ludwig also highlighted work-zone traffic cameras provided by the City of Suffolk to improve safety during construction. Board members thanked Ludwig and VDOT for the update.
