Committee members asked about the schedule and penalties for delays; staff said the utility company is given six months to complete relocation and that the county does not have a liquidated‑damages clause in the relocation agreement.
A committee member queried a budget figure in the packet, asking whether the $68,000,000 listed on page 11 referred solely to the Broad River Road corridor; staff confirmed it does. Staff further stated the current request was for roughly $6.5 million with about $61.5 million remaining from the 2012 penny referendum allocation for the corridor. Maloney said the county expects to present a construction award and a protective concrete cap recommendation in the December meeting.
A motion to approve the utilities agreement was made, seconded and approved by roll call; recorded yes votes include Pugh, Livingston, Weaver, Eileen and Mackie.
Staff indicated they will return with additional procurement and schedule details as the project progresses.
