The Fair Board submitted needed application materials but was told Ramsey County does not have a specific land‑use permit; Paul asked the commission for a resolution indicating the project is allowed under county code or otherwise has the commission's support so the Guard can proceed without contractor disputes.
Commissioners discussed jurisdictional questions (city extraterritoriality and township responsibility) and agreed the state's attorney could draft a resolution stating what is necessary for the project. The state's attorney offered to draft the text and circulation materials; commissioners asked to have a Teams meeting with the bonding attorney and stakeholders as needed and to finalize the resolution at the next commission meeting.
Paul also provided a brief update on Fair Board programming and facilities, noting upcoming events including a Santa event and a living nativity with St. Olaf Church, plus steady use by 4‑H and archery programs.
