Sampson County planning staff presented a preliminary plan for Everwood Subdivision and said the planning board unanimously recommended conditional approval subject to final-plat compliance with sections 504–506 of the county subdivision regulations.

The applicant is listed as Godwin Engineering and the landowner as "Ashley Bridal will Realty." Staff said the tract is 44.75 acres on Harnett Dunn Highway in Plainview Township and proposed 45 single-family lots, 18 of which will rely on off-site septic systems. Infrastructure will include a 50-foot public right-of-way with three internal roads ending in cul-de-sacs. The board moved and approved the conditional preliminary plan.

Earlier in the meeting the board opened and closed a public hearing on a road-naming recommendation from the road naming committee and voted to name PBT421TBDash6600 "Register Farms Lane." The board also voted to support NCDOT requests to abandon two paper roads (State Road 1655 and State Road 1611) and to recommend adding three roads in Stagecoach Estates to the state-maintained secondary-road system.

The conditional approval means the developer must produce a final plat that meets sections 504–506 of the Sampson County Subdivision Regulations before final plat approval. No variances or floodplain or 404 wetlands were identified in staff materials presented to the board.

Next steps: staff will process final plats and ensure compliance with subdivision regulations; the DOT actions will be transmitted to NCDOT for final administrative processing.
