On the class-size waiver (discussed as "section 17 o 5"), staff said transient enrollment and a two-track immersion program (English and Spanish strands) can push kindergarten class sizes above statutory ratios in some years; the waiver allows the district to maintain immersion-class integrity for incoming cohorts rather than split students midstream.
Board Member (S3) explained the rationale for both waivers and the board approved each motion by voice vote. The motions were presented as recurring annual waivers the board considers each year.
