Staff announced a City of Ukiah application to annex nearly 8 acres for a municipal corporation yard and said the Russian River Flood Control District’s annexation application is incomplete and the project’s negative declaration is being challenged in a lawsuit by Lee Howard and James Ronco.
At its Dec. 1 meeting the Mendocino Local Agency Formation Commission received staff updates on new and pending applications and workload.
Executive Officer Henman said the City of Ukiah filed an application to annex a nearly 8-acre city-owned parcel at 1 Carousel Lane, prezoned for public facilities and intended to become the city’s municipal corporation yard; application materials are posted on the commission website and referrals have been initiated to affected agencies.
Henman also said the Russian River Flood Control District’s application has been deemed incomplete pending a tax-share agreement and additional information. Staff alerted commissioners that a lawsuit challenging the Flood Control District’s negative declaration and notice of determination has been filed by Lee Howard and James Ronco; staff will track the litigation as it processes the application.
On a separate multiyear project, staff said it is preparing a consolidated request for information to fire and EMS providers to support service reviews; the request will be distributed soon with an extended response window through mid-January to accommodate holidays. Staff said the study is expected to continue into the next fiscal year and that workshops with fire-district representatives are planned.
