Mendocino LAFCO removes 5% line-item cap for executive budget adjustments

The Mendocino Local Agency Formation Commission on Dec. 1 approved changes to its Budget and Financial Procedures (Policy 5.10.6) to streamline small budget transfers.
Executive Officer Henman explained the proposed revision removes a 5% per-line limitation on executive officer-authorized adjustments while retaining a $3,000 cap on transfers between budget accounts and adding a requirement for chair review. The change, vetted by the Policies & Procedures Committee, is intended to avoid repeatedly bringing minor adjustments to the full commission: "When we did the streamlined add-on last meeting, it was a $1,500 change that technically exceeded the 5% but was under $3,000," staff said.
Commissioners asked how often such adjustments occur; staff estimated about once a year and noted the change would streamline administrative processes. A motion to adopt the amended policy was moved and seconded; a roll call vote recorded unanimous approval.
The amendment clarifies that the overall budget may not be increased by these adjustments and formalizes chair review of executive officer authorizations. Staff said the revision will reduce the administrative workload of bringing small amendments to the commission for formal action.
