Mendocino LAFCO adopts teleconferencing policy to reflect SB 707 changes to the Brown Act

The Mendocino Local Agency Formation Commission on Dec. 1 adopted a resolution amending its commissioner teleconferencing policy to reflect changes made by Senate Bill 707 to the Ralph M. Brown Act.
Analyst Crump told commissioners that SB 707 "revises and restates numerous provisions made during the COVID-19 pandemic on teleconferencing requirements for members of governing bodies under the Brown Act," and that the new requirements will take effect in January 2026. Staff recommended adoption of Resolution 2025-26-02 and said the Policies & Procedures Committee reviewed draft revisions at its Nov. 26 meeting.
Commissioner Roden raised two wording suggestions intended to improve clarity in the resolution — relocating the word "only" in one sentence and removing an unnecessary "who" — and staff and counsel agreed those edits were acceptable. Counsel Burch said the proposed language "does flow a little better" with the tweaks.
Commissioner Roden moved approval of the amended policy; a roll call vote recorded unanimous approval. The commission did not record any opposing votes or abstentions.
The resolution updates Policy 8.10.1 on commissioner teleconferencing to align the commission’s procedures with the statutory changes to the Brown Act. The changes are procedural and set rules for when and how commissioners may attend meetings remotely under the new law. The commission will implement the updated policy before SB 707’s January 2026 effective date.
