Bald Hill RV Park plan continued so applicant can supply septic, well and stormwater details

Jamie Garland of Mainland Development Consultants presented updates for the Bald Hill RV Park application on behalf of Richard Hoist. Staff detailed items that must be addressed before the board deems the application complete: septic system design and whether pumps are required, well-capacity and hydrogeologic statements, parking and ADA spaces, dumpster screening, grading between RV sites and a detailed stormwater plan with pond cross-sections and outlet controls.
Staff said a nitrate study had been submitted showing limited plume lengths and that DEP had returned three comments two weeks earlier requesting a pond cross-section, easement depiction and the outlet control structure details; the applicant said those materials were submitted to DEP the same morning. "We've submitted those this morning with the DEP," an applicant representative said.
Because the revisions require technical updates, staff recommended a 60-day continuance so the applicant can provide the requested engineering details and updated plans. The board voted unanimously to continue the application for 60 days.
Why it matters: The RV park proposal raises public-health and environmental questions around septic design and water supply for a community well. Staff told the board the board is seeking confirmation that the proposed well can provide sufficient quality and flow and that any septic-related nitrate plumes will remain on-site.
Next steps: The applicant will submit revised plans to address DEP comments, clarify whether septic systems will require pumps or gravity flow and provide a hydrogeologic assessment of the well capacity prior to the board taking further action.
