Fire and EMS study: The council accepted a proposal from Innovative Public Advisors (IPA). Jess Wilds, a partner at IPA, said the firm's work would include stakeholder interviews, data analysis and a financial feasibility review; Paul Stevens, who described 35 years in the fire service, will provide subject-matter expertise. Jess said the engagement would typically take about four months; the firm requires a 50% deposit and the remaining 50% at completion. The motion accepting the proposal (Resolution 079-2025) was on the floor from a prior meeting and passed on roll call.
Recycling ordinance: The council approved Ordinance 1506, which amends Chapter 350, Article 3 of the municipal code on recycling. The ordinance passed on second reading by voice vote.
Land sale after closed session: Following a closed session authorized under Wis. Stat. § 19.85(1)(e) to deliberate the sale of a strip of city-owned land (Lake Access Parcel Number 8 on Little Muskego Lake), the council returned to open session and approved Resolution 080-2025 to sell the vacant land to the buyer named in the meeting record as "Muskegon House LLC." The meeting record contains the buyer name as stated at the meeting; reporters or staff should verify the buyer's official legal name in the sale documents before publication.
