Badr said personnel expense would rise by $370,670 with an associated $58,124 in indirect costs; other budget adjustments include a risk‑management reimbursement increase of $82,205 and a general‑fund contingency adjustment of $15,496.
Commissioners praised the Fernhill Clinic's community impact and voted to approve the budget modification; staff will proceed with hiring and onboarding under county hiring protocols.
