Rhinebeck approves county procurement IMA and NYSERDA-backed heat-pump RFP; Grasmere water agreement moves forward

At its Nov. 24 meeting the Rhinebeck Town Board approved a set of administrative resolutions intended to streamline procurement and advance several capital and grant-funded projects.
The board unanimously approved Resolution 2025-255, an intermunicipal agreement (IMA) with Dutchess County for procurement services. The Supervisor told the board to follow the agenda numbering as presented and the resolution passed after motion and second.
The board then unanimously approved Resolution 2025-256 to authorize a heat-pump request for proposals (RFP) tied to a $100,000 grant from the New York State Energy Research and Development Authority (NYSERDA). The Supervisor thanked “Joan” for advancing the grant work and said the program should bring heat-pump equipment and summer cooling options to town facilities.
Resolution 2025-257 authorized Dutchess County to handle procurement for tree work; the Supervisor said storm damage from several microbursts means substantially more tree removal and maintenance work this year. The measure passed unanimously.
The board also authorized the Supervisor by Resolution 2025-258 to sign an out-of-district water agreement for Grasmere with the village. The Supervisor said the planning board has approved the project and that the water agreement appears to be moving forward in support of a planned hotel development; he noted, however, that no building permits were confirmed at the meeting.
In a separate administrative item the board approved the purchase of a new court copier and a service contract, although the Supervisor and board acknowledged a gap in the resolution paperwork: the funding source (line item) for the copier was not specified in the packet. The board nonetheless approved the purchase and the service contract vote was unanimous.
All administrative resolutions (procurement IMA, heat-pump RFP, tree procurement, Grasmere water authorization and routine capital/voucher actions) passed by unanimous vote.
The Supervisor said the IMA and procurement steps should reduce staff time on bidding and support use of county procurement resources for the town’s larger work items.
