The project aims to compile existing canoeing information, identify accessible launch and takeout points, and highlight economic opportunities for towns such as Duncannon, Newport and Marysville.
Commissioners and attendees emphasized that formal water‑trail access will require local sponsors or municipal easements because many likely access points are on private property or in state right‑of‑way. Staff noted the Keystone Canoeing points are already a reference and suggested integrating those locations into the story map. One commissioner said the story map can be a launching pad for a master plan that could include easement acquisition, access point maintenance and potential funding.
Participants also discussed seasonal navigability, low‑flow periods and gauge data that would inform a water‑trail plan. Several commissioners suggested starting with a smaller set of prioritized access points and embedding those in the story map rather than overwhelming the public with all 50+ points at once. Staff agreed to continue mapping, take photos at flagged locations and return with a refined story map at the next meeting.
