Commission adopts 2026 meeting schedule, delegates limited accounts-payable authority

The Saline County Board of Commissioners adopted Resolution 25-2439 on Dec. 2, setting the county's regular meeting schedule for 2026 and delegating limited administrative authority to approve accounts payable when the commission does not meet.
Philip Smith Haines, county administrator, presented the resolution and explained staff also prepared a non-official calendar. "The resolution before you sets meeting dates for next year and incorporates a two meetings per month schedule," Haines said, noting the change followed prior work-session discussion and a desire to reduce staff time spent preparing frequent agendas.
Haines also told commissioners the county clerk expects to hold an additional election canvas next year because a city has scheduled a special election related to a pit-bull ban, tentatively set for March 5 and subject to the secretary of state's office. The resolution includes a delegation of limited authority so staff may issue accounts-payable checks to capture discounts or avoid late fees between meetings; commissioners said staff counsel approved that approach.
A commissioner moved to adopt Resolution 25-2439, a second was recorded, and the motion carried by voice vote.
Commissioners also briefly discussed possible one-time purchases from the small remaining 2025 commission contingency, including new iPads and PDF/ADA-conversion software, and staff said unspent contingency funds would revert to the general fund.
