Saline County approves two-year quality-assurance contract for community corrections

The Saline County Board of Commissioners unanimously approved a two-year agreement on Dec. 2 allowing Community Solutions Incorporated to provide external quality-assurance reviews for the county's adult community corrections staff.
Michelle Callum, community corrections director, asked the commission to authorize signing the contract (RFA 2025-169). "I'm asking for permission to sign a contract with a company known as Community Solutions Incorporated," Callum said, adding the vendor offers coaching, file audits and training that supplement the department's internal quality-assurance efforts. She said the Kansas Department of Corrections funds similar reviews for juvenile services but the county must cover adult services from its KDOC adult-division allocation.
Staff described the agreement as a two-year contract with a 30-day termination option. County counsel reviewed the document before the request went to the board. Commissioners asked for clarification about the funding source and the relationship between juvenile and adult services; Callum said the county was "flat funded" by KDOC and had reimbursement dollars available to supplement the contract if needed.
Following brief discussion, a commissioner moved to approve RFA 2025-169 and a second was recorded; the board voted in favor and the motion carried. The contract will be paid from the county's KDOC adult-division funds as presented.
No additional implementation steps or reporting requirements were specified in open session.
