Northampton commissioners approve budget‑book implementation of ClearGov; broader suite deferred

Following a vendor demonstration of ClearGov's budgeting and transparency modules, the Northampton County Board of Commissioners voted to move forward with a phased approach: implement the budget-book module now (Option 3) and consider additional modules later.
Ryan Nichols, a ClearGov representative, walked the board through two additional modules (operational budgeting and transparency) and a full five-module package that the vendor described as an integrated budgeting suite. Nichols stated the vendor's full five-module setup fee was $17,325 and annual subscription for all five modules $36,050; he also described pro rata and first-year charges for the budget book module and said the vendor's annual 3% price increase would not begin until year two. County staff told the board the vendor's terms and conditions state county data remain the property of the county and indemnification provisions exist.
Alan Tashima, a public commenter, urged caution and recommended a contract specialist and asked whether an analysis of alternatives had been completed; he also raised concerns about automatic renewals, help-desk terms, uptime commitments and whether the county would retain data access on contract termination. Nichols and county staff responded that ClearGov provides implementation and support, and that licensing is based on the county's budget rather than per-seat logins.
After questions and discussion about timing and implementation workload, a commissioner moved to approve Option 3 (start with the budget book this fiscal year). The motion was seconded and carried. County staff said they had budgeted funds for the modules and that the first-year cost for the budget-book portion, as presented during the meeting, would be billed pro rata and was reported as approximately $10,637.50 for this fiscal year; staff emphasized they will provide more detailed budgeting information to the board and public as implementation proceeds.
The board's action authorizes staff to execute the budget-book implementation process and to return with additional documentation and options for further modules.
