Beaumont approves cooperative agreement with RCTC for Pennsylvania grade-separation project, funding up to $14 million

The Beaumont City Council voted to authorize a cooperative agreement with the Riverside County Transportation Commission (RCTC) to carry plans, specifications and estimates (PS&E) and right-of-way work for the Pennsylvania Avenue grade-separation project.
Robert (staff presenter) told the council the city was added to the TCEP grant list and must meet two schedule requirements: complete CEQA by December 2025 and be "ready to list" by June 2026 (with a one-year extension available). He said staff recommended RCTC take the work to meet the strict deadlines and that "this agreement would be fully funded."
Staff presented RCTC’s scope and cost estimate as $14,000,000 in total — roughly $9,000,000 to finish PS&E and legal work and about $4,000,000 for right-of-way procurement and utility relocations, plus a $1,000,000 contingency. Council approved the cooperative agreement by roll call.
Staff said earlier CIP actions provide funding for the RCTC agreement; the council’s action is intended to get the project to a state-ready milestone where it can better compete for construction-phase grants.
