Commissioners consider contract with Trans Western to manage six downtown county buildings

Rick Thomas, capital projects planning manager, said Trans Western previously provided services to the properties’ prior owner and can manage tenant relationships, collect rents and handle routine and unplanned maintenance.
Staff said the properties total about 170,000 square feet and house seven tenants; proposed contract services (custodial, landscaping, elevator and fire inspections and repairs, and routine maintenance) would run from Jan. 1, 2026 through Dec. 31, 2026. The anticipated cost of services is approximately $30,000 per month; projected rental income for 2026 is about $102,000 per month, which staff said is expected to exceed operating costs.
Commissioners asked for a tenant roster and other details; staff committed to emailing a full tenant list and to return with additional planning information about occupancy and long‑term facility planning as departments move into the space.
