Council reviews midyear budget changes; resolution 2025-39 fails for lack of second

City staff presented a midyear budget report outlining several adjustments and accounting cleanups intended to match current revenues and to fund in-year needs.
Staff explained that the public-arts events line was underfunded by about $15,000 and proposed restoring that funding with higher-than-expected current-year revenues. Staff also described an accounting transfer to record proceeds from vehicle sales in the vehicle and equipment replacement fund.
Other proposed changes included appropriating a $100,000 UDOT railroad crossing safety grant to design improvements at the Fort (4th West) and Center Street intersection; allocating $600,000 of PAR reserves to the Arts Park Amphitheater expansion to be paired with a $750,000 county grant and a $1,000,000 donation reported in the packet; accelerating purchase of automated CPR devices so all three ambulances would be equipped; re-budgeting unspent PAR funds for senior-center programs; and moving a $150,000 software subscription cost from capital into operations in the power department.
A public hearing was opened and, after no public comment, a motion was made to approve Resolution 2025-39 (to open and amend the general, streets, capital improvement, special revenue, electric, and other funds for fiscal year 06/30/2026). That motion failed for lack of a second, and no formal adoption of the budget amendments occurred at the meeting.
Council members asked staff to continue work on the items and to bring any required follow-up back to a future meeting if needed.
