The Pontiac Planning Commission voted unanimously Dec. 3 to approve a site plan for Baldwin Express to construct an eight‑pump filling station at 1019 Baldwin Avenue, subject to conditions requiring final curb‑cut dimensions, buffer wall materials and other plan clarifications.
Staff said the proposal combines two parcels and would add a canopy over pumps but no new occupiable building; the existing retail building would remain. Staff recommended approval with three conditions: amend plans to show final curb‑cut locations and distances to intersections and other driveways; provide final materials, locations and dimensions for buffer walls abutting residences to the west; and reconcile other site‑plan details required for code compliance.
Neighbors and commissioners raised safety concerns about multiple curb cuts and tight truck‑turning radii under the canopy. Chad Holdwick of the Amor Group, the applicant, said the design team met with city engineering and could revise approaches and extend the masonry wall. He told the commission his team planned a split‑face CMU (concrete masonry unit) screen wall with cap, colored to match the building, and that tanker access and truck maneuvers would be addressed in coordination with engineering.
Commissioner Jackson urged practical adjustments to approaches and asked the applicant to avoid a white vinyl dumpster surround; the commission required replacing the recorded vinyl fence with masonry as a condition of approval.
Motion: Approve SPR25‑042 (site plan) for an automobile filling station at 1019 Baldwin Avenue subject to the staff conditions and replacement of the vinyl fence with masonry. Vote: unanimous.
