Gaming board approves multiple restricted licenses, recommends Chef's Roma Kitchen for approval

The Nevada Gaming Control Board on Dec. 4 recommended approval of a batch of restricted gaming licenses for small bars and restaurants and separately recommended approval of Community Vegas LLC doing business as Chef's Roma Kitchen in Henderson.
Madam Secretary Nicole Rupert read the restricted consent agenda, which included applications for Bourbon Street Sports Bar, several United Coin Machine locations and other named businesses. The board moved to approve the consent items with standard conditions—surveillance inspections within 60 days for certain sites, machine limits and posted signage—and the motion passed unanimously among voting members present.
The board then considered restricted item No. 1, an application from Community Vegas LLC and individual licensure petitions for Ricardo Romo, Steven Kennedy and partners. Applicant Ricardo Romo gave a detailed statement about decades in hospitality, past convictions from the 1990s and a subsequent pardon. Romo said his pardon was “unanimously approved” and described steps he has taken to rebuild his life and business.
Chairman Dreitz told Romo the board had reviewed agents’ reports and that he supported the application, saying, “We all deserve second chance.” Board members asked about two older arrests that Romo acknowledged were inadvertently omitted from his application; agents told the board they believed the omission was not intentional.
Other operating partners—including Steve Kennedy and Jay Hall—addressed disclosure of past DUIs and explained record-sealing or pardon steps they had taken. Board members reviewed training and operational plans, including a proposed slot routing agreement with Golden Gaming for machine operations.
After questioning and review of investigative reports, a board member moved to recommend approval of restricted item No. 1. Member Assad, Member Sandahl and Chairman Dreitz voted aye and the board recommended approval.
What’s next: The board’s recommendation will be forwarded to the Nevada Gaming Commission for final action where required. The applicants were given the conditions discussed during the hearing.
