The Atoka Board of Mayor and Aldermen voted Nov. 18 to accept a ClearGov transparency and budget-visualization agreement that will create a public dashboard of town finances and project tracking.
Mayor Barry Aiken and staff described ClearGov as a tool that will let residents click a link on the town website to see department-level budget breakdowns and project-status graphics. Staff said department heads were briefed and would receive logins; the town will upload weekly check-run data so the portal stays current. The package also positions the town to produce a GFOA-style budget book after the budget is adopted.
Board members questioned costs and contract terms. Staff said the immediate December department charge totals $1,544.69, the contract carries a 3% annual price increase in normal renewal, and a 6% rate could apply if the town cancels and re-enrolls under certain conditions. Staff said they removed a capital-project-tracking module to lower costs and that the transparency features provide equivalent functions.
Alderman Deatsche moved to accept the agreement; Alderman Giannini seconded. Several aldermen said they were wary of approving unbudgeted spending but supported the transparency benefits if staff demonstrated the product works as promised. The motion passed by voice vote.
The board asked staff to arrange a demonstration for the board and emphasized they would hold ClearGov accountable if the promised visibility and citizen access did not materialize.
