Person County commissioners denied a tax‑exemption application from the owner identified in the record as CIG Barton Ridge for the Barton Ridge apartment complex on Barton Street.
County staff summarized the application and recommended denial. Presenters said the property had changed ownership in June 2024 and that the ownership and operating structure did not match the arrangements previously accepted in a 2013 appeals decision the applicant sought to replicate. Staff noted missing nonprofit documentation, inconsistencies in the applicant’s corporate filings (a Delaware corporation holding title, an alleged Virginia corporation in the structure and an unverified nonprofit entity), and rent levels that by the county’s calculations were not clearly within the state’s low‑income thresholds. Staff also said identical applications from the same ownership structure were under appeal in Forsyth County and under review in other jurisdictions.
Staff characterized the property as a roughly $5,000,000 asset with an estimated annual tax bill of about $70,000; because of the identified deficiencies staff said the property did not qualify for exemption this year. The board moved to deny the exemption request and the motion passed on a voice vote.
County staff and counsel noted the applicant may correct organizational deficiencies and reapply in a future year or appeal to the state Property Tax Commission.
