Natrona parks staff propose regrading Casper Mountain Trail Center parking to improve drainage

Parks staff briefed the Natrona County Parks Board on Sept. 11 about drainage problems at the Casper Mountain Trail Center parking area and proposed an in-house regrade to improve water flow.
Director (Michael) said a recent topo survey found a roughly 1% grade across a main 150-foot run, which leaves the gravel parking prone to standing water in spring. He recommended increasing the grade to about 2% by cutting a shallow valley ditch and grading toward it before placing new gravel. Michael said county survey equipment and Road and Bridge operators could stake and perform the work, making it a low-cost operation that uses existing staff and equipment.
Board members who spoke supported the approach in principle. One board member said, “I personally have a lot of confidence in what Road and Bridge… can do,” and another described having seen the site flood during recent rain. Staff said cut-and-fill would likely yield sufficient on-site material and recommended compaction with a small roller after grading to stabilize the surface prior to graveling.
No formal motion or roll-call vote was taken on the regrade during the meeting; board members indicated informal support and asked staff to proceed with planning and staking. Director said he will begin staking and site layout the following week and will return with further updates on implementation timing and material needs.
