The Minnetonka School Board on Nov. 20 reviewed several routine policy updates that district staff said reflect legislative changes, current practice and a need for clearer language.
Miss Flowers, executive director of HR and legal counsel, walked the board through Policy 7‑19 (Nutrition Services), which was revised to replace references to ‘‘lunches’’ with ‘‘meals’’ to include breakfast and to reflect a legislative change that makes all students eligible for free meals even if they have an account balance.
Policy 5‑35 (Student Assignments to Schools) received language cleanup and clarifications: a standardized purpose statement, clearer assignment language for Clear Springs attendance area (designating Minnetonka Middle West as students’ home school in some instances), explicit inclusion of Tonka Online as an assignment option and an added safety rationale in special‑case reassignment criteria. Staff emphasized these changes reflect current practice rather than new policy.
Miss Flowers presented a comprehensive new conflict‑of‑interest and fiduciary duty policy designed to replace a narrow, purchasing‑focused policy. The draft defines conflicts, clarifies prohibited conduct (related‑party transactions, gift acceptance, outside employment that interferes with duties), explains disclosure and reporting procedures, assigns purchasing authority to the Executive Director of Finance and Operations and adds a requirement to report certain conflicts to the Minnesota Department of Education.
Board members asked clarifying questions and suggested adding statutory cross‑references where helpful. Staff said the policies will return for board action after any final edits and that the leaves policy (4‑29) discussion would be refined to reduce potential confusion between intermittent unpaid leaves and routine sick time.
No votes occurred during the study session; staff will bring revised policy language back for future board consideration.
