Tim, the project lead, provided a construction and budget update for the new public health building. He reported the project was "6 weeks ahead of schedule," with substantial completion scheduled for Dec. 17–18 and final completion expected in mid‑January after punch‑list work. Furniture delivery and setup were scheduled for the first week of January, and the health department’s move was planned to begin Jan. 26 with an official opening in early February.
From a budget perspective Tim said the original soft‑cost budget remained $7.2 million and that owner contingency was largely intact; after cost reductions the combined contingency/savings approached $1.96 million. He reported contractor contingencies and several unspent allowances that further supported the favorable budget outlook.
Commissioners and staff then discussed lease arrangements for the WIC clinic space with Anna and legal counsel. The board debated whether the county should be named the lessor or whether the health department should act as the authorized agent; legal staff said a draft lease existed but recommended edits to termination and subletting clauses. Commissioners asked that legal and the health department reconcile which entity signs the lease and how lease revenue, if any, would be handled.
On ancillary facility matters, staff said some surplus furniture at the existing health department would be declared and handled per surplus procedures and auditors’ review steps were underway to confirm compliance with grant rules.
