Roxbury board approves bundled finance, education and personnel resolutions and updates library policy for Freedom to Read Act

The Roxbury Township Board of Education on Monday evening approved bundled finance, education and personnel resolutions and moved to revise several district policies to align with the state Freedom to Read Act, board members said in a meeting that opened at about 7:06 p.m.

In roll-call votes the board approved finance resolutions 1–14, education resolutions 1–4 and personnel resolutions 1–22. Several members recorded recusals on specific reimbursement line items tied to an Atlantic City conference and certain training reimbursements; those recusals were noted on the record during the roll call. The board also set its next meeting for Dec. 15 and said that session will include an executive session.

Superintendent Dr. Santora delivered the administrative report, congratulating students and staff on recent athletic and band accomplishments and previewing instructional initiatives. "Each success is one that we should all celebrate and be proud of," the superintendent said, and highlighted new pathways intended to increase Advanced Placement enrollment, including the creation of pre‑AP coursework to better prepare students.

Dr. Santora said the district will host representatives from the New Jersey Department of Education for a recognition visit of STEAM programs, specifically naming the high school aviation and sports‑medicine programs that operate in partnership with Morris County School of Technology (VOTEC). He also reported the district completed field testing for the New Jersey SLA adaptive assessment and described an "instant decision day" for selected students in early December when visiting colleges will provide on‑site admissions decisions.

On policy, board members discussed revisions to policy 2530 (resource materials) intended to separate classroom instructional resources from library collections and the addition of policy 2535, described by the board as addressing library materials exclusively. The board also directed updates to policy/regulation 9130 (public complaints) to reflect changes required by the Freedom to Read Act, which the board said takes effect Dec. 9. The policy bundle was approved by roll call.

Facilities and operations updates included completion of the high‑school window replacement project and ongoing demo work to create three new classrooms at Lincoln‑Roosevelt. The district reported receiving a local "Food for Schools" grant (transcript: $5,300) used to purchase produce from two local farms.

Board members who attended a recent conference summarized sessions on classroom uses of artificial intelligence, virtual CTE demonstrations and mental‑health trainings such as a "More Than Sad" program focused on adolescent depression and suicide prevention. A board member asked the board to resume committee meetings in public to boost transparency; the chair said the topic will be discussed during the board retreat scheduled for Dec. 10 at 6:00 p.m.

The meeting concluded with the board adjourning after approving the consent motions and scheduling the December meeting.
