Resident opposition leads Rochester Hills council to postpone Dunning Road SAD

Council postponed action on an engineer’s report for a proposed Dunning Road Special Assessment District (SAD) after public comment and extended council discussion on Dec. 1.
DPS staff presented the Dunning Road engineer’s report and said the project covers a single portion of Dunning Road east of Eastwood Drive with nine properties included. Dennis McCurry, who identified himself as a Dunning Road resident, told council the proposed plan was unfair to neighbors on fixed incomes: “This is just 9 houses that they wanna pay … I already paid 4,600 on a fixed income … I don't want it,” he said, urging the council to reconsider limiting work to a small segment.
Councilmembers raised concerns about paving only a terminal portion of the road, economics of scale, and whether the project had been listed in the Capital Improvement Plan (CIP). Councilmember Blair pointed out the CIP entry was used as a placeholder after the petition began and asked staff to include clearer maps in CIP materials. Councilmember Neubauer said staff could expand the scope only with resident support and moved to postpone, proposing staff and council work with residents to gather more information and explore a broader-area cost estimate.
The council voted to postpone the Dunning Road item to a date to be determined by staff and council after outstanding questions are answered and additional outreach occurs; that postponement also delays any public hearing until the matter is resubmitted.
