Council approves Ramblewood sewer tie-in, orders peer review for large Hopkins Hill proposal

For Ramblewood Estates, councilors reviewed technical backup showing an estimated assessment total of $1,940,039.30 if all proposed connections proceed; engineering staff said the assessment is divided among the park's mobile-home owners and that the project itself would impose no direct cost on the town. Council approved Resolution 2025-117 to permit the Ramblewood tie-in and clarified that a $6,000 line item referenced in the paperwork would be paid from the sewer enterprise fund, not the town's revolving capital fund.
The council unanimously approved a separate action to fund a peer review of Star Capital LLC's engineer (VHB) analysis for a proposed tie-in routed down Hopkins Hill. Staff recommended engaging Fuss & O'Neil, the town's sewer consultant, to verify assumptions and anticipated flow because the developer's study used modeling assumptions that the town wants verified before final approval. The peer review was approved as Resolution 2025-118.
A third sewer resolution, 2025-119, approved a commercial connection at 1184 Main Street. Staff described the site as having two restrooms and an estimated 30 gallons per day of additional flow and said there were no known capacity issues on the Main Street line. Council members asked about mechanisms to detect later changes in use and whether a betterment assessment could be triggered if flows increase; staff said water-usage monitoring and the business-license/CO process would capture material changes.
Council members asked that future large sewer approvals come with clearer backup and recommended keeping subject-matter experts available throughout meetings so questions about assessments, formulas, and potential liabilities can be answered in real time.
Next steps: Contractor peer review reports expected within 30 days for the Hopkins Hill capacity check; Ramblewood may proceed under normal permitting and assessment processes.
