Cuyahoga County Council on Nov. 25 adopted a string of fiscal and procurement measures, approving a substituted amendment to the 2024–2025 biennial operating budget and voting to award multiple grants and contracts to support county operations and capital projects.
The council accepted a substitute to Resolution 20250329 that removed a proposed $3,000,000 cash transfer from Fund 911 to the general fund and then adopted the measure with council members saying the changes realign appropriations, reflect retirements and retroactive personnel costs, and incorporate state and federal grant dollars rather than new county spending. The substitute was presented as a way to close out the fiscal year and ensure departments meet obligations without unexpected general-fund expenditures.
On procurement and grant awards, the council adopted or referred the following (voice votes unless noted):
- Resolution 20250336: award up to $5,364,470 to Trumbull Construction LLC (doing business as RBT Roofing) for the Medical Examiner’s building roof replacement (introduced and referred to Public Works; later adopted under committee rules).
- Resolution 20250306: award up to $3,642,859 to United Survey Inc. for the 2025 sewer rehabilitation program (adopted).
- Resolution 20250307: amendment to the master contract for the summer youth employment program, extending the period to Oct. 31, 2026, and authorizing up to $6,011,175.95 for services to TANF-eligible youth ages 14–24 (adopted).
- Resolution 20250300 and 20250301: community grant awards totaling up to $25,000 (Flats Forward Inc.) and $45,000 (City of Beachwood deer sterilization program), both adopted.
- Resolution 20250322: introduced award up to $3,999,756.96 to Executive Information Services Inc. for a jail management system replacement (introduced for committee action).
Council also introduced several large IT and service contracts for committee consideration, including a proposed $12,000,000 award to RPI Consultants for Lawson software consulting services and a $21,997,478 contract with Infor Public Sector Inc. for enterprise resource planning licenses and cloud hosting; those items were presented for committee referral and review.
A settlement resolution (Resolution 20250330) approving a proposed settlement in Daniel Colbert v. Cuyahoga County (N.D. Ohio) was moved and adopted after council confirmed that it had been discussed in executive session. The council also adopted a collective-bargaining amendment (Resolution 20250331) with the United Automobile, Aerospace and Agricultural Implement Workers of America (UAW Region 2-B) covering approximately 10 laundry and custodial positions in the sheriff’s department for 07/01/2024–06/30/2027.

Council members repeatedly used the suspension-of-rules procedure to move several items forward on a shortened timeline because the next meeting is the last before the holiday recess and staff sought to complete readings. Several items introduced by the county executive and administrative staff were referred to relevant committees for further consideration or scheduled for final reading on Dec. 9.
The meeting adjourned after miscellaneous business and a retirement tribute to long-serving council staff.
