The council accepted a substitute to Resolution 20250329 that removed a proposed $3,000,000 cash transfer from Fund 911 to the general fund and then adopted the measure with council members saying the changes realign appropriations, reflect retirements and retroactive personnel costs, and incorporate state and federal grant dollars rather than new county spending. The substitute was presented as a way to close out the fiscal year and ensure departments meet obligations without unexpected general-fund expenditures.
