Greene County commissioners approve year-end transfers, contract amendments and appointments; honor longtime bridge inspector

Greene County commissioners on Dec. 2 approved a slate of year-end housekeeping measures, a contract amendment for elevated water storage tanks and several personnel items while honoring a longtime county bridge inspector.
The board voted to approve routine minutes and vouchers, moved end-of-year transfers and ledger corrections and authorized procurements needed to maintain services into 2026. County staff said one transfer shifts sheriff’s office funds to buy a new drone because pending state legislation could make existing equipment unusable; “I’m gonna go ahead and get us a new one,” a staff member said during the discussion. The board approved the transfers by voice vote.
The commissioners adopted an inventory policy raising the county’s fixed-asset threshold from $500 to $750 to reduce administrative burden while maintaining accountability: “Our inventory threshold right now is $500. This resolution would increase that to $750,” staff explained. The measure passed unanimously as recorded.
The board approved an $80,000 amendment to its contract with tank-industry consultants for technical assistance, time extension and design funds to rehabilitate elevated water storage tanks — work the county described as largely painting and reviewing cathodic protection. Staff said the amendment will fund technical assistance and design of tank rehab projects and the board approved the amendment.
For water operations, commissioners authorized staff to advertise for bids for “2025-3 antiscalant,” a chemical needed after the county installed a new water-softening plant.
The board also removed interest-bearing fund 2250 from the county’s interest allocation list because the associated Community Development Block Grant (CDBG) project year has completed, and it reappointed Elizabeth Ng (transcript also records a variant spelling, “Elizabeth Ang”) to a four-year term on the Greene County Developmental Disability Service Board beginning Jan. 1, 2026.
In a ceremonial item, commissioners adopted a resolution honoring Craig Gillespie for nearly two decades with county engineering, noting he began in 2007, advanced through the ranks and became a bridge inspector in 2022 responsible for annual inspections of the county’s inventory of bridges; the board extended its thanks and best wishes for his retirement.
The meeting concluded with brief commissioner comments about holiday activities, courthouse Christmas music and an ADA-compliant Santa house to be displayed on the courthouse lawn in coordination with City of Xenia events. The board adjourned after the regularly scheduled business.
