The process identified gaps in representation (renters, east-side neighborhoods) that the team targeted with focused outreach.
What changed: The draft keeps the city's existing mission and vision while adding a new focus area for organizational excellence (leadership, performance management, data‑driven decision-making). Sustainability and resilience, public health and safety, and community pride remain core focus areas. Staff said they will translate the high-level plan into department-level implementation plans and public dashboards.
Commission feedback and next steps: Commissioners praised the outreach and asked for advisory‑board review; staff said they will present the final resolution for adoption at the Oct. 7 commission meeting and discuss implementation priorities at a November retreat. Staff emphasized that commission direction will guide implementation priorities and that budget conversations will align with the plan.
